Senator Sherwin “Win” Gatchalian has expressed his frustration with the plans presented by the Teacher Education Council (TEC).
During a hearing of the Senate Committee on Basic Education, Arts and Culture, Gatchalian told TEC, “I’m getting some hodgepodge answers from you and I don’t see a concrete strategy, roadmap, game plan on how to improve learner outcomes.” He further emphasized that TEC’s responsibility is to strengthen the education and training of teachers, as well as to build a pool of stakeholders and to develop policies supporting improved teacher efficiency.
TEC, which was established in 1994 under Republic Act 7784 and is made up of the Department of Education (DepEd), Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA), is also responsible for appropriating funds for teacher education.
CHED chairman Prospero de Vera noted one of TEC’s struggles which is the lack of information on creating policies.
Earlier in July, Gatchalian stressed the importance of the link between educators’ pre-service and in-service training, especially as the country steps into a new normal of distance learning and blended learning.
In October, Gatchalian also lamented the low passing rates of the Licensure Examination for Teachers (LET) and the country’s dismal ranking for mathematics and science among 79 countries in the 2018 Programme for International Student Assessment (PSA).
