National ID Registration Now Open to Infants in the Philippines

The Philippine Statistics Authority (PSA) announced that children under one year old can now register for a Philippine Identification System (PhilSys) National ID. Parents or guardians must already be registered themselves, as the child’s National ID number will be linked to theirs.

The PSA clarified that if parents or guardians haven’t yet registered, they can do so simultaneously with their child at any PSA registration center or colocation site.

To register an infant, applicants must provide one of the following documents:



  • Certificate of Live Birth (PSA or Local Civil Registry Office)
  • Report of Birth (PSA or Philippine Foreign Service Post)
  • Certificate of Foundling (PSA)
  • Certificate of Foundling or Certificate of Live Birth or Certificate for Persons with No Known Parent/s (PSA)
  • Municipal Form No. 102 (Local Civil Registry Office)
  • Philippine Passport or ePassport (Department of Foreign Affairs)
  • Any document with the child’s full name, date and place of birth, mother’s full name, and father’s full name (if acknowledged).

The PSA emphasized that only the child’s demographic information and photograph will be collected during this initial registration. Biometric data, including fingerprints, iris scan, and an updated photograph, will be collected when the child turns five.
