NBI Confirms Suspended Bamban Mayor is Chinese National, Says Sen. Hontiveros

MANILA, Philippines — The National Bureau of Investigation (NBI) has confirmed that the fingerprints of suspended Bamban Mayor Alice Guo match those of Guo Hua Ping, a Chinese passport-holder, Sen. Risa Hontiveros announced on Thursday. Hontiveros emphasized that this finding could be the most damning evidence for Guo’s removal from office.

In a statement, Hontiveros revealed that the NBI has determined that Guo and Guo Hua Ping are “one and the same person.”

“This confirms what I have suspected all along. ‘Mayor Alice,’ or should I say, Guo Hua Ping, is a fake Filipino,” Hontiveros said. “She is a Chinese national masquerading as a Filipino citizen to facilitate crimes being committed by POGO.”



Sen. Win Gatchalian previously disclosed government documents indicating that Guo might have entered the Philippines as a teenager using a Chinese passport under the name “Guo Hua Ping,” born in Fujian, China, on August 31, 1990.

Hontiveros asserted that the NBI’s confirmation is the “heaviest evidence that can be used to remove ‘Mayor Alice’ from position.” She urged the Office of the Solicitor General to expedite the filing of a quo warranto case against Guo.

Hontiveros also committed to uncovering the full extent of Guo’s alleged deception and addressing the systemic issues surrounding the Philippines’ Philippine Offshore Gaming Operators (POGOs) problem.

In response to the allegations, Guo’s legal representatives sent a letter to Executive Secretary Lucas Bersamin on June 18, asserting her innocence and denying any involvement in human trafficking, kidnapping, and money laundering. Guo claimed that any shortcomings were due to a “lack of knowledge” rather than intentional wrongdoing.
