DepEd-Bicol regional director Gilbert Sadsad told the Philippines News Agency (PNA) that only a small percentage of learners in Bicol are struggling readers.

“From the 1.8 million learners here in Bicol, we only have 76,000 struggling readers. Despite the low number, we want all the learners here in Bicol to be readers” Sadsad said.
Though the percentage is low the actual number of 76,000 struggling readers is actually huge. But Sadsad said they have stepped up their reading proficiency campaign in response to the “3Bs”, or the “Hamon: Bawat Bata Bumabasa” challenge of the agency.
He also said that they have their own reading program dubbed as “5Bs” or the “Bawat Batang Bicolano Bihasang Bumasa”. the 5Bs aims to improve the reading proficiency of learners in the region.
“The need to attend to quality is now. We all started from access and right now, DepEd is pivoting to quality education, including reading proficiency,” he added.
Last year, DepEd under the administration of DepEd Secretary Briones launched “Sulong Edukalidad” which seeks reforms to achieve quality in basic education.
It is great that Regions are doing their parts to promote quality education. Briones also commend DepEd CAR, Baguio City NHS for best reading practices feats early of February.
“We cannot teach reading without books, and the only way to (improve) reading is to provide opportunities for reading texts,” Sadsad said.
