Philippine Election Delegation Visits Miru Systems in South Korea for 2025 Poll Preparation

SOUTH KOREA — A delegation from the Commission on Elections (COMELEC) and several citizen election watch groups visited the electronic election system provider Miru Systems in South Korea. Their goal was to ensure a smooth and reliable election process in the Philippines next year with the help of Miru Systems.

“We need to know who the provider is and understand their processes for the elections,” said Lente Executive Director Ona Caritos.

William Yu, Co-IT Director of the Parish Pastoral Council for Responsible Voting (PPCRV), remarked, “The good thing about starting this review early is that it allows us to make comments and changes before manufacturing begins.”



Participate PH Chief of Party Julio Teehankee expressed optimism: “There is hope that some past mistakes will be addressed.”

Last March, COMELEC and Miru Systems signed a contract for the 2025 elections. Under this agreement, the Korean firm will provide new automated counting machines, ballot boxes, consolidation and canvassing systems, ballot paper, ballot verification services, and other equipment for over 73 million voters in the Philippines.

COMELEC and election watch groups are convinced of Miru Systems’ capability to effectively implement automated elections in the Philippines. “The machine is capable of Direct Recording Electronic, which will be used in overseas voting. There are additional features not found in previous machines,” said COMELEC Commissioner Marlon Casquejo.

“For the first time, the explanation included details down to the circuit board level,” noted NAMFREL National Chairperson Angel Averia, Jr.



Miru Systems assured the effectiveness of the automated counting machines for the upcoming elections.

COMELEC and socio-civic group representatives will return in June to conduct information dissemination and training for Filipino community leaders on online voting and canvassing.
