Salary Standardization Bill of 2019 signed by Pres. Duterte


Senate Bill No. 1219 or the proposed “Salary Standardization Act of 2019” has been approved by President Duterte. This will benefit around 1.4 million workers including public teachers which shall be given in tranches. Upon full implementation and starting on January 2020 salary adjustment will be given in four(4) trenches. Basic salaries will increase with an average of 23.24% by 2023.

According to Rep. Isidro Ungab (3rd District, Davao City) “Salary Standardization Law of 2019” seeks to raise the minimum basic salary, Salary Grade 1, to 13,000Php from 11,068Php to remain competitive with the minimum daily wage in the National Capital Region (NCR).



Government employees under salary Grade 11 to 19 will be implemented in four(4) trenches starting January 2020 and will increase till 2023.

Employees under SG 10 to 15, the highest increase ranging from 20 to 30 percent. Government workers who has positions under SG 23 to 33 will be granted 8% salary increase.

Moreover, As part of the Incentives under the Total Compensation Framework, the Mid-Year Bonus equivalent to one month basic salary as of May 15 of a given year, shall be granted to those who have rendered at least four months of satisfactory service and are still in the service as of same date, to be given not earlier than May 15 of every year. Also, the existing Year-End Bonus equivalent to one month basic salary and Cash Gift of 5,000Php shall be given in November of every year.
