Workload, Prioritize Welfare MANILA, PHILIPPINES – In a move aimed at improving student learning outcomes and prioritizing the well-being of Filipino educators, Education Secretary Sonny Angara has signed a memorandum outlining new guidelines for rationalizing teacher workload and compensating for overtime work.
The Department of Education (DepEd), in a press release issued Wednesday, emphasized that teachers are mandated to teach a maximum of six hours per day. Any additional teaching hours exceeding this limit will be compensated with overload pay, capped at two hours per day.
“By optimizing teachers’ workloads and providing fair compensation for additional duties, we are creating a more balanced and sustainable environment for our educators,” stated Secretary Angara. “This will ultimately enhance student learning outcomes.”
DepEd Memorandum No. 53, s. 2024, signed by Angara on September 27, serves as a supplemental issuance to streamline the implementation of DepEd Order No. 5, s. 2024, which focuses on rationalizing teachers’ workload in public schools and the payment of teaching overload.
The new memorandum outlines specific provisions for managing teacher workload:
– Vacation Service Credits (VSC): Teachers with a teaching load exceeding six hours may earn VSC.
– Teaching-Related Tasks: Teachers with a teaching load below six hours will be assigned teaching-related tasks.
– Flexibility in Ancillary Tasks: Teachers will have the flexibility to complete ancillary tasks inside or outside school premises, with no additional reporting requirements. They will simply track their activities using logbooks, locator slips, or certificates of undertaking.
DepEd highlighted the memorandum’s focus on transparent management of teaching overloads, ensuring clear procedures for compensation and equitable workload distribution.
The issuance of these implementing guidelines aligns with President Ferdinand R. Marcos Jr.’s directive to prioritize the welfare of Filipino educators.
